Finally I do this:

Reverse Depends:
Recommends: network-manager

Suggests: wireless-regdb

Stretch has Linux 4.9 < 4.15
Buster has Linux 4.19 > 4.15
But network-manager does not have the same version for both.
So should the recommendation be deleted?
