Not really, unfortunately.
We first would need to know, if NetworkManager is actually in charge of
the network connection (and not ifupdown e.g.).
Second, a debug log from NetworkManager would potentially provide some
insight, what is happening:

Might just as well be a driver/kernel issue or something else.
