   * What led up to the situation?

	Moving laptop from work wi-fi connection to elsewhere (home,
coffee shop, etc.)

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

	DNS blocks network activity after leaving my work wi-fi
because entries in /etc/resolv.conf are not cleaned
	up when leaving that network or when joining a new network.
Thus the first 3 entries in resolv.conf come from
	my work DHCP, and are not accessible from outside my work
setting. Removing the entries from resolv.conf and
	replacing with a fully accessible DNS server resolves the
problem temporarily. However, after an extended
	time the bad entries are replaced in /etc/resolv.conf even
though I do not return to the work wi-fi.

   * What was the outcome of this action?

	Leaving work wi-fi for another wi-fi location always blocks
DNS. Editing /etc/resolv.conf manually restores
	it temporarily.

   * What outcome did you expect instead?

	Leaving one wi-fi network for another should cause DNS to
update automatically.
