There is indeed no support for this.
Taking over a conffile from another package is a tricky business and 
ideally would have native support by dpkg.

In systemd we used
https://salsa.debian.org/systemd-team/systemd/-/commit/d6483013d5779d4d465a1e174e44a754b941d0e6
for systemd-timesyncd.

This approach is not without caveats though.
