This has been fixed upstream and is available in v121 (which hasn't been 
uploaded to Debian yet, though).

Any preference which package should ship the .dtd file:
The main polkitd binary package or one of the -dev packages?
If the latter, which one of the -dev packages?

I'd probably ship it in the main polkitd package.
