I upgraded my laptop with Debian Bookworm these days. And then after each reboot I had to log in as a user via the root password in the PolicyKit-1 agent share the network settings.
So the PolicyKit 1 agent popped up with the following message: "System policies prevent editing network settings for all users." 
My working solution so far is to give the user the “netdev” group to assign: 
usermod -G netdev andreas

This solution works, but the network manager should take care of that, not die group assignment "netdev" to all users.his solution works, but the network manager should take care of that, not die group assignment "netdev" to all users.
