There are no mechanisms provided by dpkg to transfer over conffiles from 
one package to another. The best you can do is to use Replaces.
This is a shortcoming of dpkg (and its ecosystem) and I'm afraid there 
is nothing really that I can do about that in 
network-manager-(gnome,applet). You might want to raise that with the 
dpkg maintainers.

At this point, I'm inclined to close this as wontfix.
