Cannot connect to old RADIUS servers after openssl upgrade:
  * openssl moved some ciphers among SECLEVELs
  * debian compiles DEFAULT at SECLEVEL=1 into wpa_supplicant
  * WPA Enterprise authentication provided by Microsoft Windows 2008
servers now needs DEFAULT at SECLEVEL=0 or similar.

This is feature request to add openssl_ciphers configuration into
networkmanager.
