Running a upower:i386 binary on amd64 is a custom and very niche 
configuration (I refrain from asking you, why you would want to do that 
in the first place).
For such a custom setup you can very easily use a drop-in config for 
upower.service to change/amend the service as you see fit.

Closing as wontfix.
