indeed this is most likely a race condition, I have added the following 
commands in ~/.profile and it works for me (KDE, Wayland, HDMI monitor)

# Fix for PipeWire/WirePlumber cold-boot hang
if[-n "$DBUS_SESSION_BUS_ADDRESS"]; then
        systemctl --user import-environment PATH DBUS_SESSION_BUS_ADDRESS
        systemctl --user restart pipewire wireplumber
fi
