[Pkg-utopia-maintainers] Bug#1134463: network-manager does not run scripts in `/etc/network/if-*.d`

Dear Maintainer,

since update form Debian 12 to 13 the scripts in `/etc/network/if-*.d` (namely
`/etc/network/if-up.d/*`) are not executed anymore. I'm not sure whether this
is intended. I also have to mention that I'm not using systemd (since Debian
11: to many unfixed bugs and security issues like silently disabling my
firewall ...)

Simple workaround: I switched to network configuration via
'/etc/network/interfaces[.d]' which still works as expected (and is also more
handy in my case)
