Where can one read about why the support for if-*.d/ scripts were
removed?

Would be trivial to add a script in
/usr/lib/NetworkManager/dispatcher.d/ calling scripts in if-*.d/?
Perhaps someone can provide a tested recipe here in this BTS report for
doing that?

I know Debian Edu used to depend on some ifupdown scripts, and guess
there are other places it is still needed too.
