NEWS.Debian is the standardized interface in Debian to inform users 
about such changes. Such messages are even shown to the users via 
apt-listchanges (installed by default) automatically before the upgrade 
and can be found via /usr/share/doc/$pkg/NEWS.Debian(.gz)

I don't think it makes sense if packages start dropping upgrade 
instructions at various random places in the file system.
So I won't do that.
