[Pkg-utopia-maintainers] Bug#1137031: Give a home to the pipewire user

The /usr/lib/sysusers.d/pipewire.conf file installed by pipewire
specifies that the pipewire system user does not have a hhome directory.

As long as pipewire and wireplumber are run by individual users this is
not a problem, but it becomes one when thedaemons are run system-wide as
it means no state information can be saved.

Would it please be possible for the system-services packages to add
/var/lib/pipewire as a home directory for the pipewire user?
