This file has been moved to 
/usr/share/dbus-1/system.d/org.freedesktop.NetworkManager.conf in

This was in 2018. The maintscript code was removed again 3 years later in

So, my only guess is, that you skipped a release when upgrading and 
never actually ran the upgrade code.
