We (Alex and I) believe that we do similar to the above: Binary package 
uwsgi-plugin-php currently in unstable depends on virtual package 
phpapi-20190902 which (if I understand correctly) is equivalent of using 
above method.

Why is it not reliable to use the provided ABI?

Can we ask you to please look at the package uwsgi-plugin-php and tell 
what we do wrong (or tell us if you agree that what we do already is 
indeed supposed to be adequate)
