Seems to me you are looking at a policy for Python modules.

The package you have filed this bugreport against is a uwsgi plugin.

Please elaborate on what exactly is the problem, before discussing the
solution to the problem.

It seems to me (but I can very well be wrong, that is the reason I am
asking for clarification from you, the bugreporter) that you somehow
want the build process to be done targeted testing, which seems an
unreasonable request to me, and instead points to an issue with
transition handling (which may very well be a bug in the uwsgi source
package, but possibly not).

Let me repeat: Please elaborate on what exactly fails.
