There has been pretty much work on ctvdr in the past, while the official
debian packages didn't change very much. With the start of the packaging
project at Alioth, we now joined forces to push the development on both
sides. It's true, that between ctvdr and the debian vdr there is a big
version gap. But with the next update of ctvdr both versions will become
compatible, so that it should be possible to switch between Debian vdr
and ctvdr.
ctvdr is meant to be a ready to use Debian-based vdr. It currently has
more packages and features, but a lot of it will find it's way to the
official Debian in the future. On the other sides, some packages will
never find its way to Debian, because they wouldn't be covered by the
Debian policy.

Patches for the Debian AND ctvdr versions can be posted here, because
sooner or later most packages will be maintained at Alioth. Before
starting to package a new plugin, take a look at what already has been
packaged for ctvdr:
