Bug#292664: dvb-driver-source: the resulting package shouldn't depend on kernel-package

i'm building the modules on a dedicated machine, to install them on another machine
without kernel-package and gcc installed. i can build and then properly install other 
drivers such as alsa-source without installing kernel-package and gcc.
is kernel-package really a needed dependency for the built package?
