Bug#346129: vdradmin terminates on first http request

In fact, vdradmind is broken by the update of libhtml-template-perl
to version 2.8.

To fix this, libhtml-template-expr-perl needs to be updated from
CPAN. I've logged bug #345560 for this.

Until then, downgrade libhtml-template-perl to v 2.7.
