dvb transmitter file for Bourges/France

Hello,

Please, find attached a transmitter file for a French city (Bourges) where
terrestrial dvb-t TV have just been deployed. This file is not present in
dvb-utils package. So maybe you could include it in the next releases (or
give it to the authors of the package).
