This is just to make backporting to Etch easier, i would allways use the
compat-level that is available in the last stable release, except that i
really need something that is only possible with a higher compat level.

There was a discussion about the compat-level on -devel or -mentors a
while ago, where the conclusion was that a similiar recommendation
should be added to the developers reference, as far as i remember.
