Statically linking is bad (both technically and security-wise).
Normally the library package would provide shlibs files which specify
the dependency.  But due to statical linkage dpkg-shlibdeps does not
need to find a package at all, because there is no runtime dependency.

You depend on the scan files, though, so you need to restate the
dependency.

Do it like that.  But I'm not that pleased with dvb-apps.  Not your
building lot, though.  ;-)
