I'm not sure I understand what you mean. Mails sent to
package_cvs at package.qa.debian.org (for a package with a PTS) are sent to
people who have subscribed to VCS announces on the PTS (as in section
4.10 in Developer's reference). BTW, this address should be but in bcc.
