You have German/Belgium installed? I think this should be de_DE instead.

Please do a:

   dpkg-reconfigure locales

Then select a de_DE language (e.g. de_DE at euro), and make it the default 
language.

After that, make sure /etc/environment exists and contains:

    LANG=de_DE at euro

You may also change the locale VDR is started with by adding the 
following line to /etc/default/vdr:

    VDR_LANG=de_DE at euro

(Assuming, you have the de_DE at euro locale installed with 
"dpkg-reconfigure locales")
