I tried to use w_scan for creating the initial tuning data for other
scanning utilities. Finally I created them by hand and succesfully used
dvbv5-scan, which found almost hundred channels. Here are the details of
a sample channel:

Just in case I compiled the upstream version and got the same problem.

Is the scanned cable (UPC Poland in the Warsaw region) somehow peculiar
or the program is buggy?

What is the function of the country parameter/

What is the meaning of "channellist=7"?

BTW, I had to compile the kernel myself, because device is Technisat
CableStar Combo HD CI and requires a trivial patch to the kernel 3.9 or
higher, cf.
