VDR-Network-Streaming-Interface plugin for VDR

The vdr-plugin-vnsiserver binary package [1] used to be generated from
xbmc-pvr-addons [2], but it is more closely related to VDR. In latest
release of PVR addons it has been cut out to a separate repository on
GitHub (see URL).
I think the VDR team could maintain it better than myself, this is why
I submit an RFP instead of an ITP.
