If this will turn out to be the real culprit we have a build-dependency
on make >= something. To me this is acceptable, but I understand that
someone may feel annoyed by it.

If we don't want it, then another reshaping of debian/rules with a
different use of export / target-specific variables (for DH_OPTIONS
basically) need to be found, and I'm not really willing to find it ...
