I tried to reproduce your bug (using Italian locales instead of
Norwegian one, though), but I failed.

I have LANG=3Dit_IT@euro and LC_MESSAGES=3DC, running gvim will correctly
show menu bar in English. Unsetting LC_MESSAGES will show an Italian
menu bar (and this shows that LC_MESSAGES override do work).

Are you still able to reproduce this bug?

If not I will close it in a few days.
