I got the same "missing syntax highlighting" symptom, and I'm pretty
sure I didn't modify /etc/vim/vimrc (the diff between vimrc and
vimrc.dpkg-new was only that, s/vim63/vim64/).
So I think vim/dpkg failed to upgrade the unmodified /etc/vim/vimrc
conffile.
