[RFC] folding for debian changelogs

Leaving foldmethod set is fine, IMO.  This isn't the only ftplugin that
sets up folding and the other ftplugins seem to do the same thing.  The
user can set 'nofoldenable' or 'foldlevel' to a large number if they
don't want folding.
