Oh, wow, not even "let" is now available in vim-tiny. Apparently we need
that "let" only to basically do nothing in debian.vim if we have been
called from vim-tiny.

What about just factorized out of debian.vim the common part (which
seems just to be setting runtimepath) and only source that from
vimrc.tiny? Or even just providing a debian-tiny.vim ...
