Bug#408753: upgrade from vim 1:7.0-122+1 to 1:7.0-122+1etch1 fails if /usr/share/man/ru.UTF-8 does not exist

If /usr/share/man/ru.UTF-8/ directory dowe not exist, upgrade from
vim 1:7.0-122+1 to 1:7.0-122+1etch1 fails:

Настраивается пакет vim (7.0-122+1etch1) ...

update-alternatives: не удалось создать символическую ссылку
/usr/share/man/ru.UTF-8/man1/view.1.gz.dpkg-tmp на
/etc/alternatives/view.ru.UTF-8.1.gz: No such file or directory

dpkg: не удалось обработать параметр vim (--configure):
 подпроцесс post-installation script возвратил код ошибки 2

Настраивается пакет vim-gtk (7.0-122+1etch1) ...

update-alternatives: не удалось создать символическую ссылку
/usr/share/man/ru.KOI8-R/man1/ex.1.gz.dpkg-tmp на
/etc/alternatives/ex.ru.KOI8-R.1.gz: No such file or directory

dpkg: не удалось обработать параметр vim-gtk (--configure):
 подпроцесс post-installation script возвратил код ошибки 2

При обработке следующих пакетов произошли ошибки:
 vim
 vim-gtk

(sorry for russian - it is copy-paste from terminal; error is that
update-alternatives fails to create symlinks).

I was able to workaround this my manually creating
/usr/share/man/ru.UTF-8/man1/ directory. Then packages configured
successfully, and then I removed /usr/share/man/ru.UTF-8/man1 and
/usr/share/man/ru.UTF-8/ directories again since there have been no
files.
