Bug#432891: vim-common: vim-vimoutliner no longer recognized

Dear Debian VIM Maintainers,

vimoutliner files (*.otl) used to be recognized correctly, resulting in
proper indentation and syntax highlighting in
vim-common_1%3a7.1-000+1_i386. That stopped in vim-common_1%3a7.1-022+1_i386.
":set filetype?" gives the expected result "filetype=vo_base", but
highlighting is disabled. Other filetypes, Ruby source for example, are
recognized and highlighted. Thanks in advance!
