You need to take this to Bram and/or vim-dev. It was discussed there
IIRC and it was deliberately chosen to default to plaintex. I did not
agree with that choice, but I don't think drifting away from it in
Debian is a good idea.

If you manage to make Bram change his mind the whole story would be
different.
