Based on the documentation for g:netrw_http_xcmd, this seems like
intentional behavior. It specifically mentions setting
g:netrw_http_xcmd to "-source >" if you want to see the source.
I do agree that this behavior is inconsistent, though, so I'll push back
on upstream to see if they'll make the default behavior consistent among
all the supported http commands.
