Stating VIM with command line vim -u NONE -U NONE -N
First part activating some tools:
  1. activating spell check inside vim with set spell
  2. referencing tag file: set tags=...

The next action is going to a tag, spell checker is not activated as it should
be.

E756: Spell checking is not enabled
se spell? returns spell

In the other case, if a file is opened and I try to go to a tag, spell is
activated and check the file.
