nightly build of the vim packaging policy disabled

Prodded by the alioth admins due to disk space utilization, I discovered
that I was still maintaining in my home dir a vim-related service: the
nightly build of the vim packaging policy.

I've no idea whether it was still used or not (and I didn't have time to
check, sorry about that), but for sure the build is disabled since this
morning and is gone for good from my home dir.

The code is still in Git though. If you discover it is needed, it would
be wise to set it up again in the home dir of the pkg-vim project (where
I should have set it up in the very beginning).
