Vim runtime files

Hi all,

As requested below, Bram would like the runtime files which are
using a more restrictive license than Vim to be relicensed under the Vim
license (which is essentially a GPL dual-license per §II.2.e).

I'm contacting you because you've contributed to the debchangelog
ftplugin for Vim while it was documented as being licensed under GPL v2
and would like to know if you are amenable to relicensing the file under
Vim's license?

If not, I'll continue to maintain the file under its current license as
part of the Debian packaging.  Either way, I'll let Bram know the status
of the file once I hear back from everyone.
