licensing of vim runtime files - runtime/syntax/tpp.vim, runtime/ftplugin/debchangelog.vim, runtime/ftplugin/logcheck.vim

Hi Thilo,

Bram already contacted us about ftplugin/logcheck.vim and
ftplugin/debchangelog.vim.  I've relicensed logcheck and have reached
out to the previous contributors to debchangelog to determine whether
they are willing to relicense their contributions.

As far as tpp.vim, it's under the BSD license which is quite permissive.
I don't think this poses the same problems that other licenses do.  I'm
certainly willing to reach out to the original author if needed, but I
don't think it is in this case.
