Bug#688093: vim-scripts: version of vcscommand included in vim-scripts does not work with svn 1.7

Dear Maintainer,

When I try vcscommand from within vim in a file tracked by subversion, I
get the following error:

  VCSCommand: no suitable plugin.

According to the changelog, vim-scripts ships vcscommand 1.99.35, which
does not seem to work with subversion 1.7.

Using 1.99.46 works as expected.

Could you please include a more recent version of vcscommand?
