.mo files are placed in wrong directories and is not working correctly.

Examples:

Bad: /usr/share/locale/zh_TW.UTF-8/LC_MESSAGES/nvim.mo
Good: /usr/share/locale/zh_TW/LC_MESSAGES/nvim.mo

Bad: /usr/share/locale/zh_CN.UTF-8/LC_MESSAGES/nvim.mo
Good: /usr/share/locale/zh_CN/LC_MESSAGES/nvim.mo

Similar problems apply for other translations.
