Yes.  The proposed script in the bug is probably a good starting point.
My suggested improvements shouldn't be a blocker.  If you have
time/interest to look into those suggestions, please do.

Yes, I periodically send updates to Bram.  I had been thinking of having
a "sent-upstream" tag or something to keep track of what was last sent
to him.

Sounds good.  The filetype.vim changes aren't something we need to
include in the repo.  That can be mentioned to Bram when the new file is
sent to him.
