Hello,

I just noticed that vim allows one to open a URL directly (for instance,
`vim 'https://hashbang.sh/'`), but its URL parser fails when the URL has
an empty path component (i.e. `vim 'https://hashbang.sh'` fails).

I thought it was a bug worth reporting, though I was not in a position to
test whether I could reproduce it on buster.
