static linking of pwlib with openh323

Hi,

as the openh323 is providing a libopenh323.a, we very likely need
another openh323 upload too. Are you favouring waiting to see if any of
the buildds shows another problem or rather uploading the new version
before the buildds pull openh323 again?

If any of you has any idea how to fix the hppa -fPIC FTBFS[1], i'm all
ears. That's all which is keeping me from preparing uploadable debs..
