adding libspeex-dev to Depends of libopenh323-dev in trunk?

Hi,

not for the current uploads, but i think long term we can just add a
Depends on the libopenh323-dev to force installation of libspeex-dev..
This will get rid of the FTBFS pstngw and ohphone bugs without forcing
it in the package which basically doesn't need it itself..

Objections?
