the dep is not on openh323 but on pwlib, thus it's entirely corerct for
pwlib is an OS abstraction layer which also does need to speak to GUIs.

iirc this was resolved already, but apparenly seems to have come back. A
quick solution would be to use either of:
1. sbuild
2. pbuilder
3. 2 changeroots

For the mid-term solution we'll try to look into this as time is
permitting and sort this out. (Somewhat i remember that slang-utf8 was
old and is now included in the default slang, but i may be wrong)
