Bug#281133: libopenh323-dev: OPENH323DIR should be set to /usr/share/openh323, not /usr/lib

openh323.mak has OPENH323DIR set to /usr/lib and not
/usr/share/openh323.
PWLIBDIR is set correctly, probably because of #121749
Because of this, a piece of software (H.323 Beacon Server) is failing to
build.
Here is a patch that fixes that:
