Bug#271531: ptbuildopts.h incorrect on alpha

The ptbuildopts.h as shipped does not define P_64BIT. This could be
bad, as comments indicate that the library will attempt to stuff
64-bit pointers in 32-bit ints if it is undefined. Additionally,
packages linked against older verision of the library will not work
with the current version.

It appears to be a botched build though, so all that should be needed
is a recompile (I'm currently rebuilding it).
