Yes, and I would recommend him to use Debian package instead. Perhaps
we could try to have these kind of packages backported to Sarge, but for
that we need some more manpower.

Don't think so. The only thing you have to make is to leave out debian/
dir from make dist target. If someone wants debian/ dir, he only needs
to get it from CVS and merge it with tarball, somehow as we make
everyday.
